2014年9月4日，作为中央部署全面深化改革的重大举措之一，国家关于考试招生制度改革的实施意见4日正式发布，这也是恢复高考以来最为全面和系统的一次考试招生制度改革。

此轮的改革从考试科目、高校招生录取机制上都做出了重大调整，本轮考试招生制度改革在考试科目设置方面明确规定，高中将不再分文理科，高考总成绩改由两部分组成。

一部分是全国统一高考的语文、数学、外语3个科目的成绩，150分的分值不变。其中，外语科目提供两次考试机会，可选其一计入总分。

上海和浙江在2014年试点中英语学科要突出语言的实际应用，回归到学科应有的位置上，突出基础知识、基本能力及课标的基本要求，降低英语学科分数在高考招生中的权重。实行社会化考试，一年两次考试，学生可多次参加，按最好成绩计入高考总分，成绩两年内有效。

广东高考英语听说考试（CELST）是广东省普通高等学校入学考试中英文科的一部分。根据《广东省普通高校招生考试改革调整方案》，广东省普通高考英语科考试从2011年开始分别进行笔试与听力会话测试。其中，听说考试占英语科总分（满分150分）的10%。
