2017高考改革到底有没有好处

要求改革高考的呼声已经成为社会舆论的主旋律。这里既有高考本身“法久终弊”的原因,也有改革受到各方面制约,难有所谓“大突破”而使社会产生焦虑的因素,更因为有些人把一些深层次的社会、文化问题,简单地全部归因于高考,以为只要改革高考,其他问题就都能迎刃

而解,从而对高考改革期望值过高所至。

改革高考能使学生“减负”吗?

“让学生不堪重负”是社会对高考谴责最甚的问题之一。原以为实现高等教育大众化之后,高考竞争的激烈程度会缓解,学生负担也会随之减轻。然而这两年一些省市的高考升学率已超过50%,有的地方甚至达到70-80%,结果是对重点大学和热门专业的竞争代替了升学竞争,重学历,变成了重“学校历”,学生负担沉重的情况几乎没有任何改变!

减负,一直是高考改革的重点。有关部门提出或实验过各种方案。高考研究课题组的任务之一,就是综合各方面的意见,对这些方案的利弊和可行性进行辨析,为决策者减少政策制定的盲目性提供参考。

办法一:减少考试科目,缩小考生备考范围。1994年,高考从7科减到5科,但问题随之出现:未列入文科高考的物理、化学、生物,以及未列入理科高考的地理、历史、政治在高中教学中备受冷落,学生基础知识残缺不全。几经改良,变成现在绝大部分省市用的3(数、语、外)+文综或理综。

但是此举对减负能有用吗?持反对意见的刘海峰打了个比喻:就像参加万米长跑的运动员与参加全能七项的运动员在训练强度上不会有大的区别一样,只要高考是淘汰选拔性的考试,无论你考7科还是考3科,学校都会让学生训练到极限。

事实证明,减少科目不能给学生减负。

办法二:降低考试难度。考试难度由谁决定?教育部考试中心原主任杨学为说:由全体考生的水平决定。作为选拔淘汰性的高考,必须有“区分度”。随着中学教育水平的提高,考生水平随之提高,试卷的绝对难度必然水涨船高。于是学校更加努力,让学生加班加点提高应试能力,但应试能力的提高又会使考卷难度更高。2001年北京考题难度略有下降,结果清华录取线立刻从前一年的600分升到625分。致使不少估分能达到600分而报了清华的学生落榜。难度低了,考试分数就会“水涨船高”。这样循环的结果,考生负担怎么可能减下来呢?

办法三:增加考试次数。高考研究课题组的学者们指出:如果大家都想多考几次取最高分,在高校招生规模不变的情况下,结果仍是“水涨船高”。

办法四:将“会考”成绩纳入高考。作为高中毕业考试的会考属于水平考试,内容相对容易。由会考来完成检验中学教学水平的测试,高考就可以少考几科。但如果把会考成绩纳入高考范围,就要考虑“区分度”,难度必然加大,会考也就变成了又一次高考,这岂不与减负的初衷南辕北辙?更何况减少几科又并不能减负。

那么高考改革有没有可能使学生减负呢?刘海峰说:“只要我们认识到高考竞争的实质是社会各行各业竞争益激烈的浓缩,是未来不同的人生际遇竞争的浓缩,就不会指望仅靠高考改革来解决减轻学生负担的问题。”

还真有想出办法的人。一位家长告诉记者:两年前,他的儿子小垒参加高考,根据孩子的实际情况,全家决定,报考一个只要能把水平发挥到70%就能考上的大学,结果小垒在整个复习期间心态平和,张驰有度,顺利达到预期目标。后来,在大学里日渐成熟的小垒,成绩一路上升,为考研垫定了坚实的基础。

合理定位,懂得取舍,在策略上不求一步到位,从而免于不堪重负——这就是那位家长给我们的启示;而教育部一位负责人更是谈到了问题的本质:为什么有的国家就没有这个情况?因为不同阶层收入差别不是很大,只有分工不同。我们处在社会主义初级阶段,你走哪条路,生活差别会很大。只有社会发展到人事制度、劳动制度、分配制度实现深层改革之后,人们才会接受“不是只有高考一条路”的观念。那时,家长和学生就会比较容易做到量力而行。

高考是素质教育的障碍吗?

多年来只要一提素质教育,高考就成了万炮齐轰的靶子:有了高考才有片面追求升学率,有了片面追求升学率才有应试教育,所以素质教育开展不起来根子就是高考!

但是参加过高考的老三届们却有着另外一些体会:“是高考赋予了我们公平竞争的理念、冷静沉着的竞争心态和不怕困难的拼搏精神”;“虽然经历了高考的失败,但由于有那段总复习的煎熬,养成了坚毅的个性,同样得到了一笔精神财富。”……

刘海峰在论及高考与素质教育关系时多次谈到:高考至少可以提高学生的文化素质、心理素质,还能磨练意志,不怕失败,培养合作精神以及知恩图报等方面的品德。

为什么高考既可以促人成长,又可以使人扭曲?哪些是它本身的局限,哪些是“代人受过”?弄清这些问题,是高考改革的前提。

杨学为指出:“为了应考,许多中学把本来是运用知识解决问题培养能力的过程,通过题海战术让学生反复练习牢牢记住,结果被异化成死记硬背的过程,这是学生能力差的重要原因。”可学校说这叫熟能生巧,考试时间有限,多做才能快速反映。结果学生变成了做题机器。

北京一位化学特级教师,为了总结教学经验,某年高考结束后,被允许去看化学考卷。他发现一位考生用非常简洁的步聚,出色完成了一道七分大题,结果七分全扣,因为解题过程与标准答案的过程不一样。从此这位特级教师在教学中一再告诫学生:平时可以百花齐放,考试是一定按标准过程做!后来为了预防万一,平时训练也变成一律按标准过程做了。可是想一想,几百万人的考试,如果没有标准答案或统一的评分标准,如何操作?在阅卷时间紧、任务重,阅卷人员不可能都是专家的情况下,那位化学老师的做法可以说是无可厚非,但也突显高考压抑个性和创新思维的局限。

“高考导致片面应试”几乎成了不争的定论,但国家总督学柳斌却说:“如果劳动人事制度以文凭为本,教育就以考试为本,师生就以应试为本。”是谁让基础教育阶段的学生都为应付高考卖命?表面看是高考,那高考又为了什么?为了文凭,为了借助文凭在未来的社会竞争和利益分配中获得有利地位。所以只怨高考干扰了素质教育实在是忽视了高考竞争的实质,让高考“代人受过”!

应该说劳动人事部门以文凭取人比起以权、钱、关系取人是体现了社会公平;对个人而言,希望通过竞争获得有利地位也总比通过后门获得机会来得高尚。问题在于一是要有度,如果以牺牲青少年时代的身心健康为代价,后果很可能适得其返;二是有必要弄清个人利益是否应是这种竞争的唯一目的。当年参加高考的老三届们走向考场的口号是“努力拼搏,振兴中华!”何等豪迈。与今天很多考生上考场如上刑场,战战兢兢,怯懦盲然相比,真有天壤之别。在那一生心中,改变个人命运和改变国家命运是一个整体。有了这种胸怀,他们才有可能在考试的胜败得失面前洒脱、淡定;平时学习中的苦和乐都能成为素质教育的载体。

高考研究课题组的覃红霞博士认为:其实,素质教育是为国家培养人才,高考是为国家选拔人才,二者之间的关系应该是相互合作,互有交叉,辩证统一。几年来高考在内容方面推行3+综合,作文题目多种多样,外语增加听力考试,在一些试题中加入了研究性学习的因素,都是在为提高“考能力”而做出的改革;而在复习和应试过程中,如何提高学生的心理素质,树立正确的人生观,越来越多的学校也在积累经验。

可以肯定:高考改革在促进素质教育方面还有很多努力的空间,但我们不应忘记北师大著名教授王策三的话:“考试有它固有的局限性,既要积极改革,又不要理想化。”
